Housing

Housing opportunities are endless in Carroll.  Employers like Pella Windows, Core-Mark, St. Anthony Regional Hospital, and others in Carroll and the region are on a growth trend.  A low unemployment rate of 1.9% in July of 2022 combined with only 14 homes or 0.3% of the City’s entire housing stock on the market as of September 2, 2022, the City is facing a critical shortage of housing.  The City is open to talking with all home builders and developers on home constructing and development opportunities in our community.

Housing Incentives

The City of Carroll has made a number of incentives available to encourage the development of new housing in the community. This includes a $20,000 incentive for new housing starting on existing residential lots, the Speculative Home Construction Loan Assistance Program, residential property tax abatement, and tax increment financing assistance for infrastructure in new residential development. Housing Need Assessment

With the low unemployment rate in Carroll County, there are a number of positions available today with the projection of an increasing need for employers as existing employers continue to grow and new industry considers locating in Carroll County. In 2016 a housing needs assessment was completed for the City of Carroll and Carroll County by RDG Planning and Design which detailed the need for additional hosing at all income levels.
