Rental Housing Code

The City of Carroll had adopted a Rental Housing Code program for the City effective December 1, 2020.  The Rental Housing Code is intended to ensure public health, safety and welfare of rental housing in the City of Carroll.   This is accomplished through a process of registration of all rental dwellings and regular periodic inspections to assure that existing structures and premises that do not comply with these provisions shall be altered or repaired to provide a minimum level of health and safety as required in Chapter 158 of the Carroll Municipal Code.  A copy of the Ordinance establishing the Rental Housing Code in the City of Carroll is available below.

Annual rental housing registration is now open.  Property owners of rental housing units in Carroll may now register their units with the City.  All units are required to be registered by March 31, 2021.  As an incentive to register now, rental property owners who owned a rental unit as of December 1, 2020 and submit a rental housing registration form by March 31, 2021 will have their first permit valid for two years.   Subsequent permits will be valid for only one year.   All applications received after March 31, 2021 will receive a one-year permit.  Individuals that purchased a rental unit on or after December 2, 2020 will receive a one-year permit.
