With so many billing options becoming paperless, City of Carroll is now offering a system for you to receive your utility bill electronically instead of in the mail. Sign up today to start receiving your monthly bill via email, and pay it by using one of the options below.
1. Easy Pay Automatic Withdrawls
City of Carroll accepts many forms of payment including cash, check, credit/debit cards (with a processing fee) and Easy Pay. Easy Pay is a method where your utility bill is automatically deducted from your bank account on the 15th of each month. You will receive a notice of the amount that will be deducted by the 1st of the month.

2. Online Bill Pay
City of Carroll provides you the option to pay your utility bills online with our Online Bill Pay system. This allows you to log in and pay with your debit or credit card. A processing fee will be implemented.
3. Drop Off/Mailing
You can make payment at City Hall on Monday-Friday 8AM-5PM or place in the drop box located in the parking lot west of City Hall. You can also mail a payment to:
