Referendum Rec Center Project Details

Expanding Community. Supporting Family.

Carroll Recreation Center Renovation Project:

The City has been considering making improvements to the 43 year old Carroll Recreation Center for over a decade.  After working with a steering committee and receiving extensive public input through focus groups and a survey, the City is excited to move forward on a Carroll Recreation Center improvement project that includes:

  • New east gym
  • Raised walking track
  • Expanded/updated family friendly indoor pool
  • Updated locker rooms

Carroll Recreation Center Improvement Project Overview:

New Family Friendly Amenities!  Activities for all ages!

  • New gym - expanded activities
  • Raised track/opens up gyms/lots of windows/natural light
  • Updated locker rooms/more family rooms/lockers/corridor
  • New indoor pool features
  • ADA compliant

1st Floor Plan



  • 15,000 s.f. gym
  • Raised 3 lane walking/running track creating a new 1/10 mile walking loop
  • Track allows an area to enjoy during the cold winter months without interfering with games being played on the court
  • Additional gym can be rented out for parties and team practices including: basketball, volleyball, soccer, batting cages and pickleball
  • Track accessible from second floor of fitness center and a new elevator and stair tower

  • Indoor aquatic playground safe area dedicated to families with young children
  • New steam room and sauna available more hours during the day
  • Four additional lanes open in the evenings to allow no interference with Swim Team
  • New resistance water area for water walking

  • New showers, lockers and all amentities in both the men's and women's locker rooms
  • More ADA change rooms
  • Tables, TV's and coffee stations for members in commons area

Locker Rooms

  • Renovated from the ground up
  • No separate locker rooms for women, girls, men, and boys there will only be locker rooms for women/girls and men/boys
  • Both the men and women will have individual showers to provide privacy
  • New bathrooms and lockers will also be provided in the completely renovated space

Family Changing Rooms

  • Four changing rooms that are accessed by a common hallway outside of the common area which is more ideal for waiting
  • Lockers will be provided in the hallway for families to store their belongings while using the Rec Center

Wet Classroom

  • A new “wet classroom” will be provided off the pool which will have multiple functions
  • Used for swim lessons, lifeguarding classes, swim meets and rentals including birthday parties
  • Improve the current situation of patrons walking around the facility from the pool in wet clothing


  • The existing office and community room on the west side of the building will switch places
  • Will allow better interaction with the public
  • Better control of traffic
  • Better utilization of staff during the week
  • Renovated Activities Room for seniors

The meetings will be held at the Carroll Recreation Center at 716 N Grant Rd in an open house format with no formal presentation and everyone is welcome to come when convenient.

Absentee Voting Opened August 10, 2020. Absentee ballot requests formsmust be received by the Carroll County Auditor by Friday, August 28 at 4:30 PM.  Absentee ballots must be postmarked by Monday, September 7.
